Previous history: The United Territory’s landing site was originally intended to function as a controlled reception zone for personnel, capsules and supplies arriving from Earth. Cargo was supposed to be cleared quickly, transported to nearby river ports and moved toward Unity City via the Cosmic Highway. In practice, chronic manpower shortages left capsules, containers and valuable equipment sitting in the open for days or even weeks. Around the restricted outer control zone, refugee scavengers began dismantling landing debris, building shacks, cultivating land and stealing neglected supplies whenever guards looked away. At first, the Security Bureau treated the problem as a nuisance. The scavengers were numerous, desperate and difficult to fully disperse, while the United Region’s economy quietly became dependent on the same unofficial salvage networks it publicly condemned. As Unity City’s outdated directive economy struggled to provide enough goods, the underground economy grew into a second bloodstream: scavenged spacecraft parts, stolen cargo, passenger belongings and aerospace equipment flowed through gangs and black-market dealers to whoever could pay the most. When robberies, assaults and casualties among travelers and aerospace staff became too common to ignore, the Cosmodrome Tactical Unit was formed to contain the crisis. However, the early unit was loose, undisciplined and heavily reliant on individual talent, such as Hannah’s experience and intimidation. Only after Julius took command did the squad become a true tactical unit. She imposed training, controlled weapons discipline, stricter patrol habits and proper coordination, much to the irritation of members who had grown used to the easier routines. |
